Introduction to GOST-R Certificate of Conformity:
“GOST” is the abbreviation of “State Standard” in Russian. Before February 15, 2013, whether products produced in Russia or products exported to Russia from other countries, according to legal regulations, they must pass GOST certification, which is national standard certification.

After the promulgation of the Russian Federation Law “Products and Certification Services Law” in 1995, Russia began to implement compulsory product certification GOST-R. Russian GOST-R certification includes two major certification systems: compulsory certification and voluntary certification. The GOST-R certificate is issued by the Federal Service for Technical Regulation and Metrology (Rosstandart or Gosstandart). Gosstandart defines a list of products that cannot be produced or sold in Russia without a mandatory PCT certificate of conformity (quality certificate or safety certificate). The normative act regulating this list is Government Decree No. N 982, dated December 1, 2009 “Uniform List of Products (Goods) Subject to Compulsory Certification and Confirmation of Qualification in the Form of a Declaration of Conformity” Unified List”. Products subject to compulsory certification are represented in this list by OKP codes (All-Russian Product Classifier). The list of goods requiring compulsory certification includes goods that may pose a potential danger to human life or health.

GOST-R certificates are divided into mandatory GOST-R COC certificates (replaced by Customs Union EAC certification), mandatory GOST-R DOC certificates, voluntary GOST-R certificates and GOST-R exemption letters according to different products.

Different products need to choose the corresponding GOST-R certificate according to their own characteristics and related requirements.

①. List of compulsory certification products: electricity; combustible gases; rails; steel wire ropes; fiberglass; cement; radiators; high-voltage electrical equipment; rolling bearings; reinforced concrete sleepers; filters; lenses; sports guns; ink cartridges, etc.

②. Voluntary certification GOST-R is applicable to products, services or equipment that do not require mandatory certification under Russian law. It is generally carried out by manufacturers and sellers voluntarily or at the request of the buyer. Voluntary certification systems are equally protected by law as other systems. The main difference between voluntary certificates and compulsory certificates, in addition to the color of the certificate, is that the voluntary certificate reflects the certificate that was processed through the “voluntary certification” channel and has a corresponding signature. If a voluntary certificate is obtained, only the voluntary system mark can be used on product packaging.

GOST-R certification application process for steel pipes, steel plates and other steel products:
Step 1: Fill in the GOST certification application form and confirm the export product name, model, quantity, and product customs code

Step 2: The certification agency confirms the product category based on the customs code and product information, and decides on the certification plan

Step 3: The manufacturer submits Russian product information and technical documents, test reports, and supply contracts with CIS countries according to the certification agency’s certification plan.

Step 5: Experts from the certification body go to the production factory to conduct product testing and quality system audits (if necessary)

Step 6: The production factory modifies product information documents or quality system documents based on the opinions of institutional experts (rectification)

Step 7: The certification agency produces a draft of the certificate, and the applicant confirms that the draft is accurate and feeds it back to the agency

What certifications should be required for steel pipes produced in China to be exported to Russia?
In China, domestically produced steel pipes and pipe fittings generally comply with GB, EN, DIN, BS, ASTM, GOST and other standards. They are roughly divided into five categories. Below we will explain what certifications are required for these three categories of products when exported to Russia or Russian-speaking countries.

Category 1 is used for building drainage or other purposes or casings used under no pressure conditions or is widely used in building drainage pipes, and can also be used for industrial drainage pipe fittings or threading pipes. For this type of products, generally such pipes and fittings only need to apply for the Russian voluntary GOST-R certificate. Or apply for a customs union exemption letter. These products are voluntary. Each country has its own separate certification: such as the Russian voluntary GOST-R certificate, the Kazakhstan voluntary GOST-K certificate, the Ukrainian technical regulations certificate, and the Belarusian STB (GOST-B) certificate. All need to be applied separately

Certificate validity period: Generally 1 year, 3 years and 5 years

Category 2, drinking water supply pipes and fittings: For water supply pipes and fittings: widely used in drinking water delivery systems in industrial and civil buildings: because they are directly used in drinking water delivery pipelines, they involve the national registration requirements of the Customs Union (hygienic requirements) , this part of pipes and fittings must have a mandatory State Registration certificate/Свидетельство о государственной регистрации Customs Union State Registration Certificate (CSR).

Customs Union State Registration Certificate SR-CU (CSR): Certificate validity: indefinitely

Required materials: application form, MSDS, product manual/description/instruction manual, ISO9001 certificate, product photos, packaging photos (outer packaging photos, minimum packaging photos)

Certification time: 1-2 months;

Certificate validity period: indefinitely

The registration certificate is valid in five countries: Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan.

Category 3, use in pressure places: seamless steel pipes, welded steel pipes and pipe fittings, widely used in oil field crude oil gathering and transportation pipes, chemical industry temperature-resistant and corrosion-resistant pipes, hot water and warm water, fuel or natural gas and other pressure places;

According to the Customs Union TRCU 032/2013 Technical Regulations on the Safety of Pressure Equipment, the pressure pipelines here need to apply for Customs Union CU-TR (EAC) certification:

For: pipes and fittings used in gas media or high temperature environments need to apply for a CU-TR certificate

For: pipes and fittings used in liquid or mixed medium environments need to apply for CU-TR Declaration

The Customs Union CU-TR certification/(EAC certification) certificate is common to five countries: Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan.
