Recently, the European Union officially disclosed country-specific import quotas for stainless steel sub-categories via Implementing Regulation (EU) 2026/1457, covering five major product categories including hot-rolled coils, cold-rolled coils, bars and light sections, wire rods and seamless stainless steel pipes, specifying the duty-free import quotas for 2026. The total annual import quota for all steel products of the EU stands at 18.345922 million tons. Adopting a dual-quota system of Most-Favoured-Nation (MFN) and Free Trade Agreement (FTA) quotas, the regulation implements customs clearance on a first-come, first-served basis. Goods exceeding quota limits will be subject to a high tariff rate of 50%, and the regulation shall remain valid until December 31, 2026.

Hot-rolled coils: Indonesia 35,843 tons, India 26,019 tons, South Korea 20,735 tons, Chinese Taiwan 19,984 tons, Turkey 13,727 tons, China 9,515 tons;
Cold-rolled coils: South Korea 101,884 tons, Turkey 69,038 tons, Chinese Taiwan 52,985 tons, South Africa 52,607 tons, Vietnam 43,853 tons, China 40,431 tons, India 38,054 tons;
Stainless steel bars and light sections: India 92,557 tons, Switzerland 10,786 tons, China 3,585 tons;
Stainless steel rods: India 18,772 tons, South Korea 5,212 tons, Chinese Taiwan 4,305 tons, Japan 2,400 tons, China 1,374 tons;
Seamless stainless steel pipes: India 15,329 tons, Ukraine 6,524 tons, South Korea 2,392 tons, China 1,073 tons.
Overall, Asia serves as the core import source of EU stainless steel. South Korea, India and Chinese Taiwan enjoy prominent quota advantages, while China faces relatively low quotas for all mainstream stainless steel products, bringing mounting pressure on its steel exports to the EU.
Impacts of the New Regulation on China’s Steel Industry
The overall impact on China’s steel foreign trade remains controllable with differentiated pressures across product segments. On the one hand, tight quotas for ordinary stainless steel sheets, pipes and profiles greatly weaken price competitiveness and raise export costs to the EU. On the other hand, China boasts a huge steel export volume, and the proportion of exports to Europe has declined year by year. Supported by diversified overseas markets, the industry bears manageable operational risks. In addition, the EU has strengthened origin verification based on steel smelting records to block quota evasion via simple re-export, raising market access thresholds and forcing industrial upgrading.
Targeted Countermeasures for China’s Steel Industry
First, optimize order management and make full use of existing quotas. Steel enterprises shall dynamically monitor EU quota consumption, prioritize high-margin orders and adjust shipment schedules. They shall complete production documents and origin certification strictly to comply with customs rules, avoid clearance penalties and mitigate foreign trade losses.
Second, upgrade product structure and phase out low-end capacity. Cut exports of low-value-added ordinary stainless steel, expand production of high-end special stainless steel and deep-processed metal components to offset tariff costs via product premium. Complete EU carbon footprint and CE certification to strengthen export compliance capabilities.
Third, diversify export layout to reduce market concentration risks. Leverage RCEP benefits to deepen cooperation with Southeast Asian markets, and explore emerging markets in the Middle East, Latin America and Central Asia to divert export orders originally destined for Europe. Reduce reliance on the single EU market and stabilize steel foreign trade fundamentals.
Fourth, strengthen government-industry coordination to safeguard export interests. Industry associations shall summarize industrial demands and negotiate with the EU for fair quota rights. Standardize domestic export practices to cut vicious price competition. Accelerate low-carbon transformation of steel production lines to comply with EU green trade rules and address dual trade barriers of quotas and carbon tariffs.
